Towing Carrier Permit:

Businesses that tow motor vehicles for-hire must obtain a Towing Carrier Permit from the PUC.

Interstate motor carriers must also register in the Unified Carrier Registration Agreement (UCR).

Insurance filing requirements:  Motor Vehicle Liability – Form E; Cargo – Form H; Garage Keepers Liability (if vehicle storage is provided) – Colorado Form 14.

Fees: One-time application fee – $150; annual vehicle identification fee varies year to year.

Subject to rate regulation and prior authorization for non-consensual tows.

NOTE:  A law enforcement agency may adopt additional or more stringent requirements relating to safety, equipment, and accessories for any towing carrier providing towing services at the direction of the law enforcement agency.
